As the College of Liberal Arts was authorized by the Ohio Department of Education to grant Bachelor of Arts degrees,
four scholars were appointed to serve as department chairmen: Robert D. Bowden (Social Science), Dr. Eugene B. Scudder
(Chemistry), Dr. Castle W. Foard (Mathematics & Physics), and Dr. Leonard Richardson (Modern Languages). Meanwhile,
Youngstown Institute of Technology continued to use the old Rayen High School as a preparatory high and business
school, and seventeen YIT co-eds were selected to run Youngstown for a day.
